Unfortunately, Safeway only allows certain food items to be purchased with an EBT card.

Safeway Starbucks accepts EBT.
EBT will now be accepted by Safeway Starbucks kiosks. You’re allowed to purchase coffee and Starbucks bakery items with your EBT card.
But this applies only to Starbucks in Safeway. Safeway doesn’t associate any Starbucks store with other stores, which means that they won’t accept these forms of payment.
Safeway Bakery takes EBT?
EBT can be used at Safeway bakeries. EBT is accepted at Safeway bakery. However, your item must not have any edible pieces such as cake decorations or other inedible items.
Can I Include Non-EBT Eligible Items In My Safeway Online Shopping Cart?
Non-EBT items can be picked up with your debit/credit card, cash or credit card.
